Refactor IDisplayCaps

Description

IDisplayCaps should be refactored to have few methods and take an enum value. This way drivers do not have to be updated each time a new capability is added. The object returned by Display.Caps should still retain the same interface as in previous versions of AgateLib.

This was done a while ago, but IDisplayCaps was finally removed in rev. 1056.
